S. Jaishankar’s Official Visit to Moscow for 27th IRIGC-TEC Session

External Affairs Minister Dr. S. Jaishankar is undertaking a two-day official visit to the Russian Federation on August 23–24, 2026, to conduct high-level bilateral discussions and co-chair the principal institutional economic dialogue between the two nations, according to the Ministry of External Affairs.

During the visit, which comes at the invitation of First Deputy Prime Minister of the Russian Federation Denis Manturov, Dr. Jaishankar is co-chairing the 27th Session of the India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC). The commission serves as the primary bilateral platform overseeing commercial engagement, trade balancing, investments, and technical partnerships.

Bilateral Agenda and Economic Dialogue

The ministerial deliberations in Moscow focus on addressing structural imbalances in bilateral trade, expanding Indian exports in sectors such as pharmaceuticals, engineering goods, and agriculture, and streamlining bilateral trade settlement mechanisms. The two delegations are also reviewing progress on critical transportation corridors, including the International North-South Transport Corridor (INSTC) and the Eastern Maritime Corridor connecting Chennai and Vladivostok.

In addition to the IRIGC-TEC plenary proceedings, Dr. Jaishankar is scheduled to hold a separate bilateral meeting with Russian Foreign Minister Sergey Lavrov. The discussions between the foreign ministers are slated to encompass bilateral strategic ties, mutual cooperation in multilateral formats, and perspectives on contemporary regional and global developments.

Institutional Framework

The IRIGC-TEC mechanism meets annually to review ongoing cooperation across key ministries and regulatory bodies. The current session provides an operational forum for both governments to assess trade flows, energy supply stability, and joint scientific initiatives ahead of scheduled multilateral summits later in the year.
