Rubio to Visit India for Bilateral Talks and Quad Meeting

NEW DELHI – In a significant move to bolster the India-U.S. partnership, U.S. Secretary of State Marco Rubio is scheduled to visit New Delhi from May 24 to 26. This marks his first official visit to India since assuming office in January 2025. The visit is expected to address a complex agenda, ranging from strategic defense ties and a pending trade deal to the regional fallout of the ongoing war in West Asia.

High-Stakes Bilateral Agenda

U.S. Ambassador to India and Special Envoy for South and Central Asia, Sergio Gor, expressed optimism about the visit, noting that it will build “even stronger ties that will benefit both our nations and the world.”

During his three-day stay, Rubio will engage in several high-level meetings:

  • Prime Minister Narendra Modi: A courtesy call expected to set the long-term course for the partnership.
  • External Affairs Minister S. Jaishankar: Discussions on bilateral cooperation and regional stability.
  • NSA Ajit Doval: Focused talks on security, counter-terrorism, and the impact of the West Asia conflict.

The visit also coincides with the 250th anniversary of the U.S. Declaration of Independence. Rubio will attend a public reception in Delhi on May 24 to commemorate this historic milestone.

The Quad Foreign Ministers’ Meeting

On May 26, the focus will shift to the Australia-India-Japan-U.S. Quad Foreign Ministers’ Meeting (FMM). Rubio and Jaishankar will be joined by:

  • Penny Wong (Australian Foreign Minister)
  • Toshimitsu Motegi (Japanese Foreign Minister)

A key objective of this meeting is to finalize a date for the Quad Summit, which India has been eager to host for the past two years. The scheduling remains contingent on the availability of President Donald Trump, who faces critical mid-term elections in November.

Trade Deal in the Balance

A major point of contention and interest is the Bilateral Trade Agreement (BTA). While an interim agreement was reached in February 2026, it has faced numerous delays.

The Legal Hurdle: The finalization of the trade deal remains stalled following a U.S. Supreme Court decision to strike down President Trump’s “liberation day tariffs.” Officials are expected to use this visit to find a path forward amidst this judicial uncertainty.

Regional Context: The War in West Asia

The discussions take place against the backdrop of heightened tensions in West Asia. Recent Iranian attacks on oil installations and the subsequent U.S. naval operations to reopen the Strait of Hormuz have created a volatile energy market. Rubio’s visit follows a tentative pause in these operations, and he is expected to brief Indian leaders on the U.S. strategy for a “peaceful resolution” in the Gulf.

Enhancing Sub-National Ties

The momentum in ties is also expanding to the state level. Following a meeting between U.S. Ambassador Gor and Delhi Lieutenant-Governor Taranjit Singh Sandhu, it was announced that several U.S. Governors are planned to visit India in the coming months, signaling a deepening of economic and technological collaboration at the National Capital level.
